I mean literally one line of your comment is geared towards the actual post, the rest talks of legality, which isn’t relevant here, as it’s just as illegal in the US as the UK. That also has nothing to do with it, considering the boyfriend admitted he has no problems with others smoking (presumably in their flats), just her. I was focusing on your comment on OP. The legality isn’t the issue here, and never was. The landlord memory was what he told her for why he believes he doesn’t like it, but again, it’s just her, nobody else.
Because it was Friday evening and here in Germany, all doctors only are open until lunchtime on Fridays and Wednesdays. Absolutely no chance of calling anyone. Is that different in the US? Basically all doctors (not hospitals, of course) have that schedule of full days on Mondays, Tuesdays and Thursdays and half-days on Wednesdays and Fridays here.

My gut is saying there’s something wrong here. I get needing to cancel for an emergency but to then try and turn the tables to make you the bad guy because you’re not free on the one day he is free is a red flag. ?He should be bending over backwards to make it up to you instead of getting pissy towards you.
