I don't feel like this is very culturally sensitive though. I'm chronically early because I get really bad anxiety about being late, but there's a lot of cultures that aren't as obsessed with being on time as most Americans are. Some of them are within the US.
Put it this way, if you were religious, would it be fair to tell an atheist friend that if they didn't pray for you, it meant they didn't value you? Being on time constantly isn't a universal moral stance. If your friend was on time for literally everyone else but you, yes, it's probably time to reevaluate. But if they're just chronically late, they might just have different values, and that doesn't mean they don't love and respect you.
